Dianne, I think you could take any cardigan sweater pattern you like and
lengthen it according to measurements if length was the primary thing that
was different about that sweater. 16 or 18 inches from bottom of sweater to
underarm is pretty normal on a sweater with off the shoulder sleeves that
are not shaped at the top. 20 inches may be thigh length, but you can
measure, depending on your preference and the height of the person. neck,
button and button holes, and general design are up to the maker. I tend to
copy only the essential part of the pattern and make the rest according to
measurements. That particular design sounds like a fun one that could be
made with several different designs. Sleeves and upper parts would just
follow what is already started. When you work by measurements, you can
window shop and get all kinds of great ideas.
