Valerie:

Try casting on with a needle size 1 or even two sizes larger than what you 
are planning to knit with.  After the cast on, switch to the needle size 
called for for the main portion of your work.

cast on rows can for many people be more difficult than other rows to knit 
and it may also depend on the type of yarn you're working with.  It may also 
be related to the type of cast on you are using.  So you may want to try and 
experiment by learning other cast on methods.  Although, I tend to think the 
co method is a less likely cause for your difficulty than the tightness of 
your stitches or the yarn.
