I am not sure what you have in mind.  Maybe describe what you want to  do 
with it or what you want it made out of.
 
You can use plastic rings as they come in differnt sizes, but they are  
white.  You can cover them with something like fabric or ribbon,etc.   You can 
find metal rings in the craft stores or hardware store.  You can  use ribbon 
and stitch it in place like a belt loop.
You can even find wooden rings.
