The ball winder is a very good tool, but it will not unravel a Hank for you.
It is most important that you open up any hank carefully and don't let the large loops close in on themselves. What you are describing as a "long loop and kind of felt like a braid" I suspect would have been the large circle of loops of yarn. Often, I will carefully place this long braid on my lap, laying it out flat and untwisting all the braids so I'm left with long strands of yarn. Once I get this I insert my hand into the center to open up the circle of loops. Once I have this I start searching for the small loops that are tied around the strands of yarn to hold them together. I try to unravel the knots, some times, using the tip of a smaller size knitting needle or if all else fails they get cut with a scissor.
Even under the best conditions a hank is tricky to wind into a pull skein.
Thats why I thought it would be helpful for you to ask the store where you purchased the yarn to wind it for you. I have purchased the Herrschner's brand yarn in their 100% Worsted Wool which is in skeins ready to use. If you want to get the Herrschner's Brand of 100% worsted wool, it is very nice & has 215 yards in a skein. They have colors that will work for this project; black, light, medium, & dark Beige. not sure if the color chocolate will work for this or not because sometimes chocolate can be a little on the burgundy side (more of reddish tones) so you'd have to ask.
The other color I think will work for the Army is Dark Forest Green. . I fear that the hank has frustrated you, but the project is not difficult and will go very quickly. I've made 2 of the liners so far and if I get enough knitting time can work up 1 helmet liner in about 1 weeks time.
Don't give up on the project.
