Some toothbrushes have an open hole in the end for hanging it on a hook.  You break the "brush" part off of the toothbrush and sand the broken end into a point.  This creates your needle.  The open hole of the toothbrush now becomes the "eye" of your new needle.  You do sort of a crocheting technique working in the spaces of the row you already created.  The rows wrap around to form the rug.  It is not hard to do as I remember correctly.  You use old sheets and tear them into strips.  There is a special technique for connecting the strips together to use for the rug.  It is a fun way to use up old sheets.
