Yes, skype out will allow you to use conferencing numbers.
I use skype out as my main telephone and teach classes on the conference
numbers with it.

Hi Dixie,

I am pretty sure that SKYPE will work.  I plan on using it from Mexico when
I return from Seeing Eye on June 10th.  I have had really good luck with
SKYPE in the past.
