I kind of agree with you, that is why I said, National Braille Press.  They could work with a craft store and buy the wheeles and braille them for us.

I have the feeling that approaching a company who makes the wheels would meet resistance.  I just have the feeling that their thinking would be why would a blind person need a color wheel and how much demand could there be. 
I think it will take one of the blindness organizations or manufacturers of products for the blind to make an adaptation to something like a color wheel.

Just my opinions, I have nothing concrete to base it on.
