[Nfb-krafters-korner] Color wheel function

I am making something with burgundy and yellow.  I had to ask my friend at work what shaid of yellow would look good with burgundy.  She said lit yellow.  Hopefully a color wheel should help me solve a question like this, on my own.

Putting aside the questions of what would an accessible color wheel look like, where we would get one, and how we would make one, I would like to know how and why you would use a color wheel in your crafting or everyday life?  I think this is a case where form follows function.
