We purchase tape measures and have a reader use a stapler to place staples every inch.  The first inch the reader does the  quarter, half and 3/4 inch marks.  If you need to measure say 7 1/2 " you place a pin at the 7 inch mark, then take the first inch of the tape measure and get your 1/2 in extra. 

Maxi Aids has a Fiberglass measuring tape.  It has a small hole every 1/2 " and double holes every 12".  Item # 14155 sells for $6.50.

I have also seen one on display at the NFB convention from the store.  Not sure the cost.
