Twitter is a service where you post "Tweets."  A Tweet is a message 
that is no longer than 140 characters.  The only people who see your 
tweets are people who "follow you."  Likewise, you can follow anyone 
you wish, and you will see all of their tweets.

There ar e refinements but that is how the basic service works.
