Let me check at home and see what kind I have there.  It is small, but it has blades that you can change from a straight cut to different decorative ones.  It is cook and I like it.

Hi Karen,
For paper, I have a cutter which is like a large board, where you lay the 
paper flat against a ridge on two sides, so it is fairly easy to do without 
sight. It has a screw on the side which allows one to adjust the cutter to 
cut different sizes of paper. I usually ask my husband to help me when I 
want to cut squares from rectangular paper. After he has made the adjustment 
once, the screw stays in place and I can cut around 10 sheets by bringing 
down the blade, which is fixed above the cutter. The blade is protected on 
both sides by a sturdy piece of plastic, so it is quite safe and it has a 
locking mechanism to keep it closed when not in use. The cutter is a fairly 
large product, so it is not portable, but it does quite well for some basic 
straight cutting.
I also have a set of 8 decorative edged scissors, but I find these very 
difficult to use independently. I usually will ask someone to cut a shape 
for me, like, for instance, a rectangle for a photo frame on a scrap book 
page. Some people will use a photo or something else as a cutting guide and 
it really doesn't take them long to help with one or two such cuts.
You could also perhaps look at acquiring some decorative punches, which 
could be used for card making etc.
For fabric, I have some good scissors, inherited from my mother, and a 
rotary cutter. You might also want to get a cutting mat if you don't have 
one already, since if you cut on other surfaces, they can get damaged and 
the blades of the cutter also gets blunt and damaged very quickly. I have a 
thick hard board rectangle which I use to cut fabric for quilting and other 
simple projects. I am able to slide the blade of the rotary cutter along the 
side of the hard board since it forms a ridge. Using this method I can 
actually cut quite accurately. This only works well for straight lines for 
me, though.
For cutting out paper patterns and fabric pattern pieces, I usually have to 
ask for help.
