Yes, I have the cutter that Dixie has described. It is made by Clover, and
as Joyce stated it is on a chain.

Subject: [Nfb-krafters-korner] A thread cutter that will go through security

When security regulations got so stringent, those of us who were cross
stitchers' all purchased a little round, disc shaped thread cutter. It is
about the size of a quarter and about as thick as three quarters stacked on
top of each other. This thread cutter has notches all around the edge,
maybe at the 2, 4, 6, 8, 10 and 12 o'clock positions. In each notch there
is a little exposed blade. It is protected in that it is recessed, you
could never get a finger in there, but you would slide the thread into the
groove, and it would cut against that little edge of exposed blade. This
item was always allowed on the planes, even right after 9-11 when things
were overly strict.
