No! They are saying wrap peg one on top row, then go down to peg 2 on bottom row, then up to peg 3 on top row, down to peg 4 on bottom row. What you are missing is the illustration they are showing you. That is what the picture is showing.

Okay, Ohio, I will answer your questions below your questions! This is quite
simple, but those particular instructions are confusing because the person
who wrote them does have the top row as the odd numbered pegs and the bottom
row as the even. When using the rakes, I think of each peg as top 1, bottom
1, top 2, bottom 2 and so forth. I just think it is less confusing that way.
Step 2:
Using the illustration as a guide, start with the yarn between
pegs 1 and 3, and wrap the yarn around peg 1. Bring yarn
between pegs 2 and 4 and wrap around peg 2. Then pull the
yarn between pegs 3 and 5, and wrap around peg 3. Continue
in this figure-8 method until you have wrapped the yarn around
enough pegs to match the desired width of your project.
Question: How do I put the yarn between pegs one and three?
You are actually going between the first two pegs on the top row of pegs.
Question: am I wrapping counterclockwise around a peg?
If you are moving from right to left on the loom, you will be wrapping
counterclockwise on the top and clockwise on the bottom. If you are moving
left to right, you will wrap clockwise on top and counterclockwise on
bottom.
Question: are pegs one and two next to one another or across from one
another?
In these instructions, they are across from each other.
Question: am I supposed to be skipping pegs?
No, you will not be skipping any pegs. All pegs will be wrapped that you
wish to use.
Step 3:
When you get to the last even-numbered peg you want to use, wrap it and
then pull the yarn straight across the loom to the corresponding odd-
numbered peg, as shown.
Question: how am I ever to get to the last even numbered peg if I am only
told to wrap odd numbered pegs?
Again, the odd is referring to the top row of pegs and the even is referring
to the lower row of pegs.
Step 4:
Wrap the odd-numbered peg (now there will be two loops on it). Wrap the
even-numbered peg that is diagonal to the peg you just wrapped, instead of
wrapping the even-numbered peg across from the peg you just wrapped (a).
Continue wrapping back toward peg 1 in the figure-8 pattern, following the
lines of the previous row. After you have wrapped peg 1, pull the yarn
straight
across between peg 2 and peg 4 (b).
Question: hmm, now I'm completely lost here. I tried wrapping assuming that
pegs one and two were across from one another and came out with a rather
strange looking block of wrap with no center whole. then wrapping with the
assumption that pegs one and two were next to one another, I had odd
numbered pegs wrapped but even numbered pegs with only yarn on each side of
them.
When looming in this manner, you are creating a double knit. There will be
no hole in the fabric between the pegs across from each other.
