If it is what I think you are talking about, I saw a  video on it the other
day.  I believe it is  a  kind of  woven ribbon with  a sort of mesh edge on
one side (holes).  You  insert your needle into the hole, yo and pull
through, like  picking  up and knitting a stitch.   From what I could tell,
you can do a  single row, which would give you a small single ruffle, or at
the end of  the row, you can turn and knit back in the same manner creating
layers of  ruffles.  It was quite interesting.  They also inserted the  
ruffle
yarn into patterns like stripes.    I got this video on my  i-Phone on my
"Knit Daily" app.
