[Nfb-krafters-korner] help with pattern please

This instruction is just telling you go back to the star and do
everything between the star and the word "repeat" one more time. So,
using your example, if I were to write it all out, here's what you'd
do.

Turn the work 90 degrees clockwise and pick up 21 stitches to the next
corner. (22 stitches total)
Knit 13 rows.
(Right side) Bind off, leaving the last stitch.
Turn the work 90 degrees clockwise and pick up 21 stitches to the next
corner. (22 stitches total)
Knit 13 rows.
(Right side) Bind off, leaving the last stitch.

Then you would continue on to whatever comes after the sentence
"Repeat from the * one time."
