Wow! I'm so glad you're getting it!  I am a continental knitter, also, so if you run into more difficulties, I should be able to help. I learned to pick up stitches in 2009 and I felt exactly the same way you describe, like a whole new world was opened up to me.

You asked if you should count your picked up stitches as a knitted row. No. I'll use the same example you gave earlier to explain why.

When picking up stitches, you should always do so with the right side of your work facing you because picking up stitches leaves a little ridge on whatever side of the work isn't facing you when you pick them up. This little ridge looks a bit like a seam on the inside of your clothing. A very few patterns like to incorporate this little ridge into the pattern, but for the most part, the pattern will want this ridge to go on the wrong side so it's hidden.

So, to use your example, if you pick up your 21 stitches on the right side for a total of 22 stitches in the row and then start knitting row 1, your first row actually knitted is a wrong side row. Row 2 is right side, row 3 is wrong side. If you keep going like this, row 13 will be on the wrong side, then you are ready to do your binding off on the right side, just as your instructions tell you to do.
