I assumed that they just laid the stick inside the tube.  Maybe they made the stick into a bracelet.  I think you could do it either way.  If you were afraid that the glow stick was going to fall out of the tube you could tape it down inside the tube.

Don't know why I am having such a hard time with visualizing how to insert 
the bracelets.  do I fold them in half so they are hanging out of the holes, 
or kind of fill up the tube so it looks like the holes are glowing?
