Hi Terry,

This is an example 


Adult  Loom Green 36 pegs 
Brim 4"  to 5"
Finished  brim: 2" to 2.5"
Finished hat with brim: 8" to  9" 

So the brim is knitted for four to five inches, then folded up making it two
to two and a half inches, then you continue to knit until the entire hat is
eight or nine inches.

I have found in making the four hats for myself and three other people, that
some people like a wide brim, while others like a short brim. Same is true
for the hat. These measurements are just general instructions. What I did
was to have each person try on the first hat I made for my husband and ask
them how they would like their hat differently.  If knitting baby hats, and
you don't have the baby at hand to try the hat on, you can either simply go
by the instructions, or try different yarns and brims slightly different in
length. The babies won't care, but the moms will!
A stretchy yarn is always safer just in case the size is off some.  Wool
ease T and Q and burnet soft and chunky are both stretchy yarns.
I'm sure there are others, these are the ones I have tried.

Also; cindy, on the description of hat sizes, does the first number mean,
size of brim or size before turning up the brim.  Also the second number is
that inclusibe of the brim or not for the hat size.  I was going to go over
this with henry.
I am making a collection of kk imfo in word and then I am going to braille
it as a reference.  
This way I can add items and also have the guide at the beginning and verbal
descriptions, to read on how to do different stitches and techniques.

Neva,
I think blue would be correct for a normal size baby hat.  What I tend to do
is take a loom and make sure it goes over the persons head because remember
it will become smaller around when you take it off the loom.

I read through the crafting guidelines but am not sure which loom would be
the right size for the hats they need. Do you think the smallest, blue loom
or the next size larger would be best. They are not in need of preemie hats
or booties right now and are asking for the 6 to 8 lb size.
