Hi Barb,
It sounds to me like you are supposed to move each knitted off stitch to the next peg, and then knit it off also.
For example, move loop 1 to peg 2 and knit it off, then, move loop 2 to peg 3, knit it off, and so on.
Can you make a swatch and practice this before you ruin your project?
I'll try this also to see how it works.
