You really have a good creative imagination.  I could just see the jolly old
elf with his bowl full of candy instead of jelly!  I might steal your idea!

What are you referring to using the ribbon for with this question?
 
If you are going to use it for tieing the candy on use something cheap like 
 kite string or yarn.   Go to the dollar store when they get their  
Christmas decorations out and you can get all types of stuff to decorate the

wreath.
 
Last year for $1 I got a Santa's head and a pair of Santa's boots.  I  
attached the head at the top  and dangled the bootes below so the round
wreath 
represented his belly.  I purchased a yard of Christmas fabric and  cut a 
strip around 4 1/2 inches wide by the 45 inche width of the fabric and  tied
a 
lovely bow on some of the wreaths.I got 8 bows out of a yard of  fabric.  I 
just folded it in half so it was about 2 1/4 wide.  I  didn't sew it or 
anything just tied it on .

Yes....you want a circle form. Some people take a metal clothes  hanger and
make it into a circle....to give you an idea of how thick the  metal will
feel. It is only one ring. Think of a 10, 12 or 16 inch ring to  go on your
finger and you have it...smile.
