Ericka, no one does not need to know how to needle knit in order to loom knit, although loom knitting uses the same stitches that needle knitting does, how you do the stitches are different.
With the looms, we use either round or long looms, wrapping the yarn around the pegs of the loom.
There is a beginners loom knitting class coming up soon which will be using the round looms which can be purchased at walmart or most craft stores like Hobby Lobby, Michaels and JoAnn's for about $20.00, they come in a set of 4 looms.
There are some who say loom knitting is easier than needle knit, but I cannot attest to that as I've not tried to needle knit as of yet.
