Try using JPEG Auto Rotater. It's free and it automatically sets the
images to the exif tags, which is why they display wrong in Windows.
Any program that reads exif tags will display it right, but Microsoft
is very behind the times on this, as are several web browsers, but
this program will fix that for you. Here's the link.

It's accessible. Actually you need not open the program at all. Just
browse to the photo or folder of photos and use the context menu
accessed with the application key to select auto rotate and voila,
it's done!
