After you figure 8 wrap 2 pegs, do you need to knit off.  It sounds like it, because, if I am understanding things, peg 2 and 3 are the  next to be wrapped, then 3 and 4.  Each figure 8, you are adding a new peg, right?  
So if you figure 8 14 and 15, then you will end up between the two.  How are you going to end with the half stitch?

In order to finish the cast on, you need to make two rows of e-wraps and then bring the bottom loop over the top loop. So when you e-wrap the first row, you will finish at peg 16 then double back by makin another row of e-wrap which will bring you back to peg 1. Hope this makes sense.
