I have made plarn for several projects.  I use store bags and I understand
that some of these already have color because of logos, etc.  

Joining the bags is something like pulling a luggage tag through the elastic
loop after putting the elastic around the luggage handle.  Imagine that the
first bag is the handle and you put the second loop around one strand of it
and then open that second loop and pull its other end through.  

In order to cut the bags, I follow the original creases in the bag so that
the gussets are pulled into the sides of the bag.  This simply means that
you take the handle of the bag and the corresponding bottom edge and pull
them so that the bag pulls itself into its natural shape.  

Do this on both sides and then fold the bag in half vertically, so that you
have both handles together and both of the bottom corners together.  I fold
the bag vertically once more so that I have to cut across less plastic and
have a better chance of getting the strips straighter.  

Next, I fold the bag in two, bringing the bottom seam up to just below the
handles.  This way, when I cut off the bottom seam, I also cut off the
handles.  Now, I fold the bag up again, bringing the two cut edges together
and then cut this along the fold.  If you want the strips more narrow, do
this step again.  

The nice thing about folding the bag as I suggested is that you can put the
folded strips into a zip loc or whatever to keep them neat and take them out
one by one to make the plarn.  

I am working on a sleeping mat for homeless folks to put under their blanket
and keep the dampness off their blankets.  I took the strips and wove them
through the metal frame of a magazine basket.  I have also crocheted a small
round basket and enjoy working with plarn.  

Well, that's probably enough from me for another six months (smile).

Great questions. 
We talked about combining yarn and plarn and of course it is very doable. 
As for combing or making plarn here goes:
cut stripts width desired. Then, with the loops that are made, take two
loops and put one under the other. Take the end closest to your doby and
left it up over the other loop and then pull it through the top part of the
first loop and let it catch the bottom of the second loop.
Yes, sounds confusing but give it a try. Top and botom of loops is as
follow. If you lay the loop on the table, the part closest to your body is
being called the bottom. And the part furthest from your body is being
called the top.

As for color, there are ways to get color in plarn if you use bahgs from
many places or kinds such as bread bags, etc.
