 Is there any easy way to cut even strips?

Great questions. 
We talked about combining yarn and plarn and of course it is very doable. 
As for combing or making plarn here goes:
cut stripts width desired. Then, with the loops that are made, take two loops and put one under the other. Take the end closest to your doby and left it up over the other loop and then pull it through the top part of the first loop and let it catch the bottom of the second loop.
Yes, sounds confusing but give it a try. Top and botom of loops is as follow. If you lay the loop on the table, the part closest to your body is being called the bottom. And the part furthest from your body is being called the top.

As for color, there are ways to get color in plarn if you use bahgs from many places or kinds such as bread bags, etc.
