Terry, my first guess would be that when you turning around the peg you may be tugging the working yarn a bit more than in the body. The part that you have already done, are the edges noticeably shorter than the center? Hmm remind me, we did the seed stitch edges right? You might want to try a few rows where you are taking particular note to keep that turning stitch loose and see if that makes a difference. Not real sure about the blocking, but would think it would help.
