Glue 527 and 6000 works good on hair bows.  I use a zip tie to hold the bow together and cinch it in the center.

I am also interested in making hair bows I have found some tutorials on YouTube some of them are pretty easy to follow but others are pretty hard. I found a site that sells supplies and they have a double-sided tape that works pretty well, I don't know how well it holds up over time.
I have also found tutorials on how to make headbands. I am willing to do a Monday night chat about hair bows if anyone is interested possibly after the new year. I will see what I can do about figuring out what type of glue to use.
