To attach a file to an email message:

Press the alt key and it will tell you that you are on the message tab.
Right arrow until you hear insert tab and then press enter on it. A menu
will appear.
Press enter on the menu item that says include submenu. You will then select
the insert file button and press enter.

If these steps don't work thus far then it means that there is a setting in
outlook that needs to be changed. I can explain that if needed.

Anyhow, after pressing enter on insert file you will be in a dialog box
where you can select the file to be attached. Arrow to it then press alt S.

That is all there is to it.
