I agree with the price range, but I think it should be up to the one giving the gift to choose whether to give supplies or a hand made item.  Both are good ideas, but I do not think we should be limited to one or the other.  Unless you know the person well, you are not going to know what their interests are.
I think it will be to complex to have a separate gift for the dogs, but if someone wants to send  something small for a dog, they should be able to!

The highest I would go for a gift exchange is $15. Since this is a crafty group, I would love it if I could receive a small hand-made item of some kind or a crafting supply like a couple skeins of an interesting yarn. I also love the idea of holding a gift exchange for our furry children. I'm not sure how you would pull this off though. I don't think I could afford to ship internationally.
