If you tried to make lace with a spool knitter and fine thread, it would have lacy holes, but it would not be flat.  It would all be in a tubular cluster. Lace, in my mind, is a flat fabric, with decrative holes.

I believe you're thinking of the hairpin lace loom. Sorry I can't help more but that's all I know about it. You can find it at Joann Fabrics online and Amazon.
