I cann't see the pictures, but it sounds a lot like the spool knitter sold in the craft stores, and I bet, the store one is a lot cheaper!
You will find it a lot easier and faster to use the one with the ridges, for your tool.
I am glad they are making things for kids that are safer than most found on the market.  Someone needs to!

I might shair this site with the NFB parents division for anyone with small kids.

I think they didn't want children to have a long, sharp thing or a 
short thing, that's why they eliminated the lifter tool. What does the 
cord make look like? Is it just a spool or does it have a dolly face on 
it? The yarn is expensive because it is hand-spun and hand-dyed in 
Michigan. Everything is meant to be natural, even the crayons which are 
made from beeswax.
