I have seen it used, too.  See if your post office knows what it is.  When you get an item that uses it, call or write the company.  
I have seen people use round stickers on the end of items, also.  I think Talking book topics does the sticker method.
Banks might even know.  They use this stuff to hold on new credit cards.

It does to me sort of, too.  But it is not the old-fashioned kind, and they don't seem to have that any more.  The rubber cement I used as a kid, became all gritty after a time, and this does not. It may be a derivitive of rubber cement, but a different name I would guess.
