Are y9ou doing it from the top down?
I just don't know how to do it from the top down. Or how many to increase in each stitch in each round. That is what I am confused on.

Somehow I don’t thing you are following a pattern.  This makes it much more difficult for sizing.   But at the point where you want the hat brim to start do a round without an increase.  From there you'll have to wing it.
I am making a summer hat for grandson 18 mo old.  I start small.  I did a search for crochet toddler summer hat, pattern luckily I found a number of great sites with  suitable patterns.
Maybe you can find info on sizing.  I have no idea on this as I am learning how to crochet  hats  as well.
