Welcome Jean and all other newbies to this list.
Jean, I also live in BC, but in West Kelowna.  I think you’ll have an easier time looking for crochet hooks in Canada using the metric. The smaller the hook the smaller the number.  The larger hooks are usually in plastic; starting with 9 mm  and growing from there; maybe a  15 mm is what you’re looking for; that also might be a P.   and there is a conversion table on the internet somewhere.       These can be found at Walmart or perhaps at a   local yarn store.  I do some crochet but not familiar with fabric crochet.  
I’m Interested in hearing more  about your fabric  project.  Must take a while.
