It has certainly come up before. The ships that I have been on do not have enough meeting rooms. It would take a really huge ship to acommodate a convention, and speakers who could not stay for the entire convention could not be used. To say nothing of those who do not have a passport. So I don't think it could work. The ship has its own schedule designed to make a profit and I don't know if there would be enough flexibility for a convention. So your friend can dream. We try to keep prices as low as possible, and I have not calculated a comparison.
