I suggest that you go online and obtain a copy of the Free Matter
regulation, send it to this person, and let her know that you want to be
reimbursed for the money.

Ladies and gentlemen, I am about to give you great advice and I need you to
listen. A very smart lady, has her own consulting business just sent me a
package she stamped "Free Matter for the Blind." This cost me $9.05. Why,
you may ask? There was nothing in the package large print or in Braille. I
am not happy anyone would abuse our Postal system like this, let alone a
fellow blind person.

So never abuse your friends like this let alone a customer.
