What does the next row say?
Does the patern give the stitch count for each row?
Send us the previous row and the current and the next.
I have 2 ideas of the meaning, but it depends on what the other rows are having you do.

Good Morning Tanya, I've been looming for many years, and I've never ever seen directions like this. The only way to have an empty peg is to move the loop from that peg one peg to either the right or left of that peg and then knit it off.
