I think they make hard plastic cups of different sizes.  The pipe cleaner could be brought around the top, up and create the handle and back around the other side of the cup and over lap and glue to the cup.

A dixey cup could be covered with foyal before making.
Many solutions.  Just put on your thinking cap!!!
How about cutting up an egg carton.

Oh yes, I do remember them.  I have also used the foil cupcake liners to make these.  
1. Punch two holes about 1/4 inch from the top on either side of the basket.

2.  Cut the pipe cleaner to the desired size.
3.  Run each end of the pipe cleaner in a hole and twist to secure.
4.  Shape the pipe cleaner to form a handle.

I was in a group once that filled the baskets with cream cheese Easter mints and took to the nursing home.  Are the nut cups still on the market?  Would small Dixie cups work, or do they have graphics on them.  They would be sturdy.

Does anyone remember the old fashion mini Easter baskets we got from Sunday school teachers and the like?They were made from nut cups or the like, and the handles were from pipe cleaners. If anyone has or remembers this pattern will you let me know. Martha Stewart has it but not accessible, they are made from Wilton nut cups and pipe cleaners, but can not see them and not accessible.
