Hi, Terry.
Could you clarify what you mean about getting the sts onto the second needle?

Re length of cable, they make circs as short as 12 inches,--really
tough on the hands to work in that small a space,-- and as long as, I
think, 36 or 40. I have a size 9 that's 12 inches, and two size 8s
that I think are 36 or 40. I used both of those to make a round
blankie for my niece.
