Yes, you start across the row, put the first sleeve on the stitch holder,
continue across the back, put the second sleeve on the stitch holders and
continue across the other front section.
Turn your work and knit back across the front, back and other front section
letting the stitch holders dangle.  Those are holding the shoulders, and now
you are knitting the row that is under the armpits.

You'll continue with the torso section, bind off at the waist band, then go
back and gather your stitches off your stitch holders to make each arm.

I have a question for someone that finished the baby sweater.

 

I did the row where you put 27 for each sleeve on a stitch holder.

 

Next it says to work the body.  Are you working across both fronts as well
as the back all in the same row?  Do you continuously with the stitch
holders just kind of hanging? 

 

A little direction would be appreciated.
