Hi,

I have never heard of the over under rule either.  Just try knitting what
you understand the instructions to say and see what it looks like on the
edges after a few rows. in my experience, the best way to handle the pegs at
the beginning and end of every row is to always skip the first peg at the
beginning of the row and make a half stitch at the end of every row. This
makes a nice-looking edging. 

How to make the half stitch, have your working yarn at the inside of your
loom, and wrap it around the outside of the last peg and around in front of
the peg. Do not wrap all the way around the peg.
