I agree withyouTracy, you could use small beads that you could press into 
the wet clay and let it air dry or use beads that are safe to put into the 
oven if it is a bake to dry type of clay.

That's a cool idea!
I find raised dots easier to feel than holes.

Often, the words on braille items are not the words I would choose.  Would
it be possible to create beads with letters, then let the buyer choose which
words to make from the letters?  Then, for example, a buyer could ask you to
put together a bracelet or necklace with their dog's name, or whatever the
person fancied.
