I’m not Dixie, but cables can pull your work in some. When knitting a piece where gauge is not a factor, such as a hat, scarf, shawl, it might not be that noticeable.  When knitting a piece, such as a sweater, the cables can affect the  fabric.

When designers write their patterns, I’m sure the increases  are written in the directions.

I would ask Dixie about that. I was never tought that cables decreased the size of the fabric. I would read that over.
I have done a little with cables and never had to increase before a cable.

I'm learning more about cables than I ever thought I would learn in a lifetime. I just learned that because a cable decreases the width of the fabric, it is good to increase 2 stiches where each cable will be on the last row before beginning the cable pattern and to decrease back to the original number when moving to the collar, cuff or other part where there will be no cable. And speaking about cables, there's a book on Bookshare by Isela Phelps about knitting cables on looms, so you looom knitters can join me in my cable mania. There's always room in the madhouse.
