It can be done with both.  I think yours is more for bracelets.
Years ago, I saw someone selling key chanes made of the para chord, with different twists to it.  I had one on my cane, for a long time!

It is called kumihimo. I personally like bugtail satin cord instead of some kind of plastic cord.
