[NFB-Krafters-Korner] Help with ending a hat

I'm hoping I can get some assistance on finishing this hat. 

I'm coming to the point where I need to bind office/crochet a ponytail elastic into the end so that I create a messy bun hat. I'm hoping that someone on the list here can help explain how to do this. I posted the link below my name. I just don't quite understand how to actually crochet the ponytail holder in.
