When is the best time to measure a rectangle to determine if you have the right with?

I have been fighting with this rectangle for 3 days!
I casted on 35 and it looked like it was going to be 10 inches.
I tried 24 and it looked like it was 6 so I went to 28.

With 28, I knitted for almost 4 inches and the rectangle shrank from 7 inches to about 5.75!

Now I am trying 35 again.  It looks like it is going to work, as long as it does not shrink on me!
I have never done this before.  I made squares, as a kid, but they were on 10.5 needles, and I had help.
