Hi,

What is a rotary cutter?  Is it a wheel blade that you pull along whatever you'r cutting, or is it like a vice with a wheel that you turn and turn until you make the cut?  The reason I ask about this device is that my brother let me use one to cut pieces of thin PVC pipe.  Or is it something else?
