I like to knit top-down, so I think I'd knit a hat in the round, top-down,
and, when it was long enough, bind off the front one-third or one-half, cast
on a bunch of stitches at both ends of the remaining stitches, and knit a
scarf flat.  I'd work the first and last few rows of the scarf in ribbing,
continuing the same ribbing as I'd use for the hat, to give a non-curling
edge.
