This says paper mache to me. I might have to add something inside if I am making something large. I guess I taught pre-school too long, and paper mache is so much fun with little ones! Liquid starch "spirit to wet the paper pieces, but many other things can be used. A big container of paper mache could hold a balloon bouquet with decorations of yarn and fabric scraps. With a little chicken wire inside an animal of paper mache can be almost any size with fabric ears and clothes if wanted and a balloon to call atteneation to it. A big paper mache heart could be the beginning of a great Vallentine decoration!
