Dear President Chavez,



I have attached the agenda for the meeting of the Statewide Independent
Living Council (SILC). The SILC will be meeting at 10:00 AM on Monday, June
10,  to discuss the State Plan for Independent Living (SPIL). This is a
critical meeting because the Commission for the Blind receives $62,650 in
Part B funds, which the Commission uses to provide independent living
services to persons who are younger than 55. The Part B funding is included
in the State Plan for Independent Living.  The receipt of Part B funds
enables the Commission to spend program income on IL services, making it
possible for the Commission to spend additional sources of revenue on
independent living services for persons younger than 55.

The Part B funds are different from the Older Blind funds, which are
restricted to persons who are 55 and older.



This is a critical issue as it enables the Commission to leverage our
program income and generate additional VR match.  The SILC has not provided
any way for virtual participation, meaning that anyone who wishes to
participate will need to attend in person. The agenda is attached, and the
